I don't have a very clear picture of Brazil either. The way they are divided geographically makes it a little complicated.

Last I heard, Sprint PCS probably would not bid.

Have not heard anymore about Qualcomm joining forces with a carrier to bid since I posted this:

Reuters reported today that Telefonica and Portugal Telecom to stay out of Brazil auction,

Telecom Italia was set to present bids under two companies, Unicel and Starcel. Another group called Serramby was set to bid although the company's representatives would not reveal the names of investors.

Long-distance operator Embratel, controlled by WorldCom Inc. said it had decided not to bid on the licenses. Embratel said in a statement that it wanted to concentrate on data transmission and corporate client services.

Representatives of the Vodafone Group and Spain's Telefonica were seen Wednesday among the telephone company representatives at Anatel's headquarters, but it was not clear if they were there to present bids. Officials at Telefonica's offices in Sao Paulo and Vodafone in London declined to comment on whether they were bidding. <<
