FWIW I am not particularly concerned about China either but am still concerned about giving them the missile technology they received. I'm more worried about their friends. Keep the following in mind:

1) China does sell arms. Their missile technology such as Silkworm missiles have been big sellers in the past. A particular concern in this regard is their selling missiles in the Middle East.
2) India has poor relations with China. When India test their nuclear capability recently there were a number of analysts who pointed out that in the past the US had been able to persuade them to hold off and this time wasn't. It was noted that the only major difference was the Chinese had now acquired the referenced technology from the US. This was a major concern to India. There are those who believe a major reason for the Indian test was as a warning to China. I'm sure you remember how these tests heightened tensions on the sub-continent.
3) North Korea still maintains ties to China. We have seen increased missile testing by North Korea. Just a couple of weeks ago they launched one in the general direction of Japan. Are they receiving technology transfers from China?

Even if you discard the fund raising question, I would suggest that transferring this type of technology to China was destabilizing to the region as a whole.
