IMO it's something of a case where what might be an obvious tactic in hindsight, might not be so obvious in real time as events were unfolding. Even if the media had been alerted to a plane headed toward DC, which I'm not sure was the case, I'd tend to think catching that kind of shot in real time involves a fair amount of luck even in professional circles. If anything, I'd probably wonder why no amateur footage ever showed up. I'd lean toward the idea the Pentagon would be something of a site likely to attract tourists with cameras. Of course it might have been a slow time of year for tourists, and perhaps especially so with the country under attack. Hard saying.
