Stan, Are you referring to the wallpaper(your desktop background) not filling the screen? You need to get wallpaper that is the correct size. If you get wallpaper that is 1920 by 1080 in size it will fill your screen without the black at the sides. Any smaller and you will have the black.

Here is stuff that will fill your screen.
