I will agree that insiders often look a bit into the future. But, if you follow insidertrader and look at a particular week's filings, you will see that many of the company's reporting insider buying have already made a significant jump from the price at which the shares were purchased. I.E. the result (often an analyst report, coverage intitiation/upgrade, etc.) has already come and the stock has already moved. Granted, the insider obviously expects it to continue to move, but many times if you buy in after that initial pop you will watch it move back to that level again or close to it before it begins its steady climb (look at ICOS when George Rathman bought his shares)
