Lieberman, Breaux, Dodd --- Senate finance committee members at the time, along with others, including many House members, bottled up and killed the needed reforms.

The bubble --- predictably --- then happened.

(No big surprise that they were some of the *biggest* recipients of corporate campaign contributions....)
