The first release of the Java specification did not contain a native
interface, but JavaSoft did supply a "raw" native method interface to
Microsoft, Netscape, IBM and others, who then built their own
implementations of native interfaces.

By not including JNI spec in the first release, they opened the door on this problem themselves, hopefully, Microsoft and others will not prevail. This is the fragmentation scenario I eluded to before, it could be very bad for Java if Microsoft/IBM/Netscape wins this one.
