LAS VEGAS, Oct 5, 1999 (BUSINESS WIRE) -- International Star Inc. (OTC
BB:ISRI) announces today that, its has signed an International
Distribution Agreement with AVL Information Systems Ltd. to become a
distributor of AVL products on a world wide territorial basis.

AVL stands for "Automatic Vehicle Location" and uses GPS "Global
Positioning Satellites" as the basis for determining asset location in
real time.

Unlike other companies in the GPS tracking industry, AVLIS (R) offers
the flexibility to design and implement technology to fit individual
and specific needs, often using an existing computer system through
AVLIS(R) integration technology. The system can be further designed to
monitor up to 128 events that are specific to the client's type of
business. It has been successfully installed and field-tested using
existing radio systems.

International Star has field-tested the AVL units on vehicles owned and
operated by a mid-size trucking company operating nation wide. The
testing was conducted in the Los Angeles basin area, with the test
including unit location several times per minute and unit speed and
direction in real time.

International Star Inc. will market the units under the registered name
QWIKTRACK(R). Marketing strategy will focus on wholesale, retail,
monitoring and Internet sale through the company's web site
QWIKTRACK.COM Customer support and training will be provided through
AVLIS(R) technical teams.

The QWIKTRACK(R) system will appeal to the budget-minded consumer
trying to protect the family auto and loved ones at an affordable
price. To the high-end commercial user, the AVL unit protects loads,
equipment, and professional drivers by utilizing real time status
reporting. Vehicle location, miles driven, speed, load weight, and
engine performance on a non-stop continual reporting function are
unique features offered by the system.

The Company further announces that it has entered negotiations with a
locally owned and operated company in the United Arab Emirate for the
cooperative sale and distribution of QWIKTRACK(R) in the Middle East.
