I do agree that is the weak link. Many agencies find themselves "captured" by private industry when it comes to obtaining sufficient research data for a particular environmental issue.

And gov't officials are interested in being re-elected. So when a private company decides to "extort" concessions from a state or nation, many politicians must face the difficult decision between jobs(votes), and environmental protection.

Guess which force usually wins?

I personally have see Gov't stonewalling by abusive state environmental officials and regulatory red tape prevent a private company from advancing it potentially profitable technology for waste oil pollution control/recycling.
