The differential prohibition is probably based on a desire to keep the wealth and influence concentrated. I imagine realpolitik is at work there rather than higher principle. Just a guess. I would prefer a more equitable system, one that is founded on the same higher principles on either side of a border. But that is dreaming. Self-interest, individual or collective, tends to win out.
