As you probably know, there is little chance that all Iraqis will be designated POW, as evidenced by the example of the Taliban following the Afghanistan invasion.

Boy, are you off on a wrong tangent. The Iraqis have a legit Government, and will be treated as such under the Geneva convention. There is no question of this. Where did you ever get the idea they wouldn't?

The Taliban was not a legit Gov, and I won't argue with you about it. The only countries that ever recognized them were Pakistan and Saudi Arabia.

All who are detained will be considered Prisoners of War. Any Terrorists found will be treated as such. A few may end up being tried by the New Iraqi Gov, but that will be their business.
