I think some might, some might not. I definitely don't think that in any case it's even nearly so conclusive as to make the price of one erroneously executed person's life worth it. Rising crime rates in various areas don't seem to support that theory, either.

when they are on death row, they are guilty by law, so why would we assume they are innocent?

We don't "assume" they are innocent. I don't, at least. But owing both (a) to the possibility that innocent people - even a single innocent person - may very well have been executed in the past, and the possibility exists that others (or a first, if it hasn't happened yet) may in the future; and (b) given that I don't believe that such is a worthwhile price to pay, I'm against the practice altogether. Categorically.
