Don't know whether this helps or not but I read somewhere that Solis and Axelrod are very old friends. Both learned their early political campaign skills in Chicago, have worked on campaigns together, etc. Apparently, Axelrod thinks highly of her and wanted her on the campaign.

That wouldn't, of course, explain the particular position, chief of staff for the vp. I'm puzzled by that as well.
