(1) Act as if 1991, instead of 1995, or 1998, was the last time the VX nerve gas, etc., were found.
(2) If no weapons found, no weapons existed. This is a simple and false application of logic, such as "No elephants in my neighborhood, so I must possess elephant repellant, somewhere."
