Of course. All big programs like this one start out with problems.

When into the third week, and enrollments are pitiful -- apparently well below 100K at this point, and half of those are Medicaids. At this point, the problem is starting to look far more serious than just website issues; the premiums are too high and the plans unimpressive.

When Romney care started, they got a thousand sign ups in a month......12 months later they were at 180K

If enrollments don't turn around exchange premiums will have to up in a big way during the critical first year or two when they're still trying to build enrollments.


They will turn around. Rs have worked hard to poison the well but the need is there.
