I think that when QCOM, or anyone, uses the word "subscribers" in the context of wireless, they are not talking about numbers of people. They (I believe) are talking about numbers of wireless "appliances" - each one being a "subscriber."

For example, my CDMA cell phone will count as one, my HDR enabled PC will count as another, my CDMA enabled organizer will count as a third, the CDMA chip in my car will count as a fourth subscriber, etc.

Also, remember the announcement a couple of months ago that the leading maker of utility meters had become a QCOM licensee? Well every meter that includes a CDMA chip for wireless meter readings (I will miss those guys and gals in shorts) will count as a separate subscriber in this game.
