i got help from a dell tech once for a cd-rom drive that was behaving in a similar fashion. she had me unplug the ribbon cable from the cd-rom drive at the motherboard and at the drive. while i had it disconnected, i gave it a shot of compressed air (just for grins, i think) then i reseated both ends. as i recall, she initially asked me to plug the connector into an adjacent slot, but i am NOT suggesting that to you, because i am unclear on the details.

what ultimately worked that night was to simply reconnect the ribbon cable. and if you've followed this thread the last few days, tc, simply reseating some nics also proved to be the ticket for another fellow who was experiencing probs. so perhaps we can get lucky again!
