you don't have to remove netscape to install ie. in fact, you don't really have to uninstall your old version of ie to install the new one. you can just put the new on top of the old. i've done it, but being that your ie never did work right, i suggest you remove it.
your question about losing bookmarks and email, etc. doesn't pertain to ie, does it? i'm guessing that since ie never worked right, there is nothing there to save. correcto?
one more thing... check your netscape version numbers. netscape is up around 4.7 something now. you can upgrade to 4.7 (or whatever the latest and greatest version might be) by just going on top of the existing netscape. i've never lost bookmarks or email.
backing up those items is always prudent, however, just in case.
keep in mind that you want communicator for the email client (messenger), as navigator does not have email capability. i recommend the 128-bit strong encryption too, while you're at it.
one more one more thing... <g3>.... before downloading netscape, check for their how-to instructions and 'readme' files. you're bound to pick up some very useful info there that might keep you out of a jam. and the last time i downloaded a netscape product, there was no pause between download and install... it was one continuous process. i mention this because of my previous post in which i touted the merits of system maintenance prior to install. i.e, in netscape, you may not get that interim opportunity.
