I've never tried it on a 3 meg connection but I would bet you could. You might need to start the download 10 minutes or so before you started viewing so you wouldn't run into any buffering but even if it did happen you could always pause it for a few minutes and get a beer or a snack or answer the call of nature and let it get back ahead.
