Tonto...I didn't make the claim...but suppose Bush came out and said this:

My fellow Americans,

Since I have been your president we have seen the prices at the pumps skyrocket. Prices have more than doubled for some Americans in the last four years. As your president, I'm deeply concerned about how this increase in the cost of gasoline will affect the well being of the nation.

This increase in fuel costs effects everything we buy including food and basic necessities. It affects jobs. It affects the cost of electricity. It affects the cost of heating our homes.

Rising costs of gas and diesel is hurting the economy. When our economy is at risk, national security is at risk.

I have asked Congress to conduct hearings on the rising costs of energy. I have asked that our nations top oil companies testify under oath at the congressional hearings. In addition before the hearings they must submit a written report outlining the costs and profits of bringing energy to the American people. I've instructed the GAO to review these reports and to provide a summary of their review to the Congress for the hearings.

Today I call for a new direction in diversifying our energy base. I am directing Congress to pass legislation giving sweeping new tax incentives to producers of alternative energy including Solar, wind, geothermal, bio fuels, hydrogen and shale oil.

I will call on the US Government and Military to convert 10% of it's energy use to alternative sources by the year 2010.

With these efforts we can create a clear path to energy independence.
