What we are talking about here is intelligence. Human intelligence. On Iraq, the amount and quality of humint was very low during the Clinton and Bush Admins. I would say that it was widely held that Saddam may have some WMD. It was not known for sure. I read the CIA report on Iraq's WMD prior to the war. The report was inconclusive. As for Goons, what makes a Goon? A Goon is someone that plods forward on little or no information. Or even in the face of negative information, or makes up and manufactures their own information. Then they go to war on that trumped up information. That's a Goon. There have been other Goons in the White House that have done the same thing. Trumped up wars are profitable for those that are aligned properly. A Goon is one that tries to tie a terrorist attack by Al Qaeda to Iraq. As for other countries and their humint on Iraq, it was limited as well. But when we started grooming Curveball, the Germans who knew this guy well and knew that he was unreliable balked. The Brits went along with Bush. Remember the Downing Street Memo? The twisting of the 16 words in the SOTU address to put the origin of the Niger information on the Brits. Why? Because our own CIA was saying that it's not reliable. What we have seen here is not an attempt to understand the situation on the ground, but an attempt to justify the pre-9/11 policy of attacking Iraq. They discounted the best intel they had with a defector that was placed very high in Saddam's cabinet. He said no WMD...and they ignored that. The CIA gave this informant high marks on honesty. That was reported to Bush. What went against the case for war was shelved. What supported the war...no matter how poorly contrived, faked, fixed or based on unreliable sources, it was elevated to the top of the list. This is what a Goon does. Much of the fixed and false humint was gathered after 9-11, and it was orchestrated at the highest levels by the White House Irag Group, or WhIGs.
