Washed-out screen...

Too bad your problem didn't appear tomorrow -- we could've blamed it on the 2000 bug.

Few things to try...

First, unplug your system and let it cool a moment. Start fresh and see if the problem 'sticks.' When booting, be alert for error messages. (You may need to set your BIOS to display the boot steps.) Additionally, you may try a Safe-Mode boot to see if things change. Slap the side of your monitor, It may not help it, but it should make you feel better.

I don't know if you experience this only when browsing or with your entire system. My suggestions reflect my confusion about this.

Right click a blank part of the page and select Properties. Click Analysis button and check for page errors.

Click View (I use IE 4) and select Internet Options, General Tab. Click Colours button and Fonts button looking for 'unusual' stuff. While here, empty cache/Temporary folders too. Check stuff under Advanced tab too, looking for stuff you may not like. Record (on paper) your changes -- you may need the map to backtrack.

On a blank part of your desktop, right click and select properties. Run throught the tabs looking for 'odd' things. Pay particular attention to the Background, Appearance, and Settings tab selections. Under Settings, click the Advanced button and check the available choices for things amiss.

Invoke System Information and System File Checker. See if it finds any corrupt files. If so, reload fresh copies -- it's an option.

I'll give this more thought and post more if I think of anything. Meanwhile, if you learn or observe something new, let us know so we can narrow down our suggestions.

Cheers, PW.
