Mephisto,

Here's a question about Washington State. Governor Gary Locke has asked the legislature today to cancel the non-binding Presidential primaries for next spring.

I'm not familiar with the Washington system. If the primary is non-binding, then how do the delegates to the national conventions get selected? By causcuses such as occur in Iowa? Or some other means?
