Everyone wants there to be 'choice', but you are absolutely correct that in opening up to the general public these plans will attract sick people and increase costs. This is a known fact to non-profit HMO's and one that they paid dearly for when open enrollment for individuals was a little too open in the 1980's. At Harvard Community Health Plan we admitted an individual who required a heart transplant within his 1st quarter of membership - not very smart financially.

The only way to fix this is to remove choice and mandate health insurance. Self-employed people and those with no retirement plans pay social security - no one is given a choice there. The same thing will wind up being done by advocates here - proof of private insurance to opt out or pay into a pool and join one of a small number of approved providers.

If it were done properly (and does anyone have 'faith' in that?) it could provide a balanced way of dealing with the rising costs of health care. Coupled with tort reform and regulated malpractice insurance it could lower the rate of rising costs.

Why won't costs drop? We continue to tackle costlier diseases and we all expect to get top quality health care. My Wife's meds cost over $10,000.00 per month. Clearly on the high-end of medical technology - she has survived and lived well for most of the last 10 years with a disease that would have killed her back home in Canada (or here in the US if I did not have a great health plan).
