(Apparently the President's recent talk that the 'US was not after permanent bases in Iraq' is belied by his OWN SIGNATURE.)

Thats jumping to a conclusion. To have a permanent base requires a Treaty. This is a power of the POTUS not Congress. Bush may simply not wish to limit his successors if they may chose to have a permanent base. This could be the next term or a century from now.
