Again, there was a wave of announcements right after the tax cut was passed. But, as time went on, the reality of many of those announcements turned out to be less than they were made out to be. Some of whom have been doing it for years. They used the tax cut to get some free PR. American Airlines was one of the big examples of companies using the tax cut to give back to employees. Turns out, it hasn't been paying taxes for a while because of past losses. And then their is Harley Davidson. Who took their tax cut, opened a plant in Thailand and closed down a US plant. That is despite Harley being used as an example of a company using their tax cut to plow money back into their employees. Heck, it was even feted at the White House as an example of worker benefitting from the tax cut. The only holes are in your argument. Which seems to be solely based on press releases and totally ignores the actual numbers..
