First I've heard of that.

But, such a position would be ENTIRELY CONSISTENT with how I read the US Constitution with respect to the rights of STATES, and the limitations on federal power.

After all... when there is no 'inter-state commerce' from these State licensed facilities, then there should be *NO* federal presence at all.

THAT would be the Libertarian perspective... THAT would be true small-government Conservatism. (Of course, all the Big Government Authoritarians howl every time someone points out that the Constitution does not give them carte blanche to run people's private lives, or to order individuals and the States themselves, to live exactly the way Big Brother prefers....)
