California didn't enable anything, they were criminally hoodwinked by a masterful white collar criminal plot devised around a byzantine new markets system (which only Enron and a few other understood) and the fact that two close pals of Enron had just been nominated for the White House. Again, you're blaming the victims for the criminal's crime. That's immoral. It's also exactly what Ed Gillepsie, Bush-Cheney and Enron wanted people to think, that the victims were somehow to blame for being bilked out of 30 billion dollars.
