I didn't know that, but I could have guessed it. A Westerner wouldn't have included a State Religion. A Shiite would have created a Shiite Region also. A non-Shiite non-Kurk Iraqi would have preserved a strong central government (with them in charge, of course).

It also says nothing explicit about disbanding the Kurd militias, which is THE central question when deciding whether Iraq will be a united sovereign nation. Just as, in Afghanistan, the decision not to disband the warlord armies, effectively means Nation-Building is a non-starter.

The decision of Turkey to be an "independant Player" rather than a part of the U.S. coalition, means there is an ever-present danger they will try to impose their own solution by force, in the Kurd area.
