Its hard to believe TX was mostly democratic in the 1980s......its so solidly R these days.

A couple of factors. One, there were a lot of Dixiecrats. Two, starting in the 1970s, evangelicals flooded into the state. The tone of the politics has changed markedly from the days when they used tax surpluses from The Boom to make UT and TAMU world class universities and to attract tech companies. These days they would cut taxes and award contracts and grants to cronies of the governor...
