Yes, in Dumbyasshole's upside down world, the more blunders you make and the more lies you say, the higher you go (Wolfie, Condom-sleazy, ...) and the bigger the medals you get (Tenet, Franks, Bremer...). But people like Gen. Shinseki? They are "utter disasters".
