This has traction yet the Republicans have no idea how to use it.
They don't really have to. Although there isn't any "scandal" there to exploit, it's just another example of Obama completely failing in foreign policy.

You don't see Obama campaigning for any midterm candidates. Meanwhile, Republicans are turning to Mitt Romney for their midterm campaigns, as his prognostications in 2012, which were widely ridiculed back then, have turned out to be true.
