After all the brouhaha we've had since the Telecommunications Act of 1996 and all the hoopla about the CLECs, they still represent a trivial percentage of the overall local access market. Even if I'm off by 100% in my figure on CLEC penetration, its still a game that belongs to the ILECs.

As far as answering your questions, I tried to get a tour of my local USW CO a while back. That went over like the proverbial lead balloon with the supervisor here. It is definitely a "sectets of the temple" world, so don't count on me to answer a single one of you questions. You're on your own there, fella..... <vbg>
