NeXT had on the order of 250 employees when they were bought out by Apple. This includes their support staff, sales and marketing, PR, administrative staff, etc. Of these 250 I'd say that 100-140 are engineers. These 100-140 engineers wrote and maintain an entire operating system, windowing environment, application development environment, database toolkit, web development toolkit, etc. The point is that 100 people can accomplish quite a lot.
Actually this is one of the things that has always baffled me about MicroSoft. With 10,000 employees and a $7B revenue stream, you would think that they could write the best software on the planet. They don't. It is widely used and makes a lot of money but technically it is inferior to a lot of what else is out there.
On the other hand, 100 employees is probably less than 1% of the company. Compared to NeXT, this is a lot of people... compared to the rest of MicroSoft, it isn't. All things in perspective...
