In fact, I agree with your point of view on tackling the weak stocks. I use a different term, having referred to them for years as the "mortally wounded".

Currently, I see the semi/PC complex as the best section of the Zoo from which to select targets (what with plunging profits, saturated markets, glutted distribution channels, massive excess capacity and inventories up to the flourescent lights). In particular, I am interested in the companies within this sector that are carrying heavy debt loads. It doesn't take long for these situations to start bleeding profusely through the P/E.
