When the computer is OFF, it can't do anything. In particular, It cannot do a security scan.

If you go to SETTINGS/Schedules Scan

The MSSE Scan option is:

Start the scheduled scan when the computer is ON but not in use.
There is no option that says you can do a scan when the computer is OFF
