It is the "Sunni Awakening" that is the reason violence has gone down.

And once the US troops draw down, violence between Shias and Sunnis will erupt. The war will only be won when the hearts and minds of the Iraqis are won. And that has not happened.

Just an observation, but your two thoughts are completely contradictory. If the "Sunni Awakening" is responsible for the drastic decrease in violence, then we shouldnt see it erupt after US troops leave.
