I think I understand what you're saying, but correct me if I'm wrong. You think that Republican's will take the information that's already out there, and use it during the campaign. Starr might also release more information or reports between now and the election - the October Surprise scenario.

It's happened before and it will happen again. The Democrats used similar tactics during Reagan and Bush's time.

I agree. This next Presidential election season would be the perfect opportunity for one of the non-candidates (either third party or someone in one of the big two that doesn't have the clout within the party) to take the high road and stress actions or policies that are for the good of the country, instead of for the good of special interests.
