Embargos are flexible, transient tools.

The S of State's visit makes sense - logical extension of China and WTO. Especially with South and North emoting.

I think the South wants to give the North what it needs to survive - technologic skills - in return for markets.

South and North Korea share the core philosophy - or perhaps theology - that transcends politics. Commerce.
