Florida Supreme Court Allows Hand Recounts

TALLAHASSEE (Reuters) - The Florida Supreme Court (news - web sites) ruled
on Tuesday that hand-recounted ballots can be accepted by the state for another
six days in the U.S. presidential election, a crucial victory for Democratic Vice
President Al Gore (news - web sites) in his bid to win the White House.

``The right of people to cast their votes is the paramount concern overriding all
others,'' Supreme Court spokesman Craig Waters told reporters.

The unanimous 42-page ruling by the seven-judge court said the hand-recounted
vote tallies must be accepted by the state until Nov. 27 at the latest.

The court's decision could be key to determining the victor in the Nov. 7 election.
Gore needs 931 more votes to move ahead of Republican Texas Gov. George W.
Bush (news - web sites) and claim the 25 Electoral College (news - web sites)
votes from Florida that will determine which man wins the presidency.

Three largely Democratic counties are still hand recounting votes, but unofficial
results from the hand recounts have so far yielded fewer votes for Gore than his
campaign had predicted on the basis of sample recounts last week.

The court ruled that the amended vote tallies from the hand counts must be
accepted by the Florida Secretary of State's office through 5 p.m. EST on
Sunday, but ``if that office is not open for this purpose on that date then the
elections canvassing commission must accept amended certifications until 9 a.m.
on Nov. 27.''

Reporters were summoned to the vice president's residence in Washington D.C.
for a possible statement by Gore after the announcement.
