He didn't even try. He was told the threat was growing and he did no thing. Bush wanted to be a war time president. That is why the administration came up with axis of Evil idea. They started planning invading Iraq from the first day. No doubt the plan was a series of short wars to take the three down and install stable democracies in each. Easier said than done.

Bush openly mocked Clinton over his obsession with terrorism in general and bin Laden in particular. He made it very clear he wasn't interested in putting in any effort to tackle terrorism. Like doing nothing about the Cole.
