FCC decision on reciprocal compensation expected this week, Reuters reporting

23-Feb-99 -- Reuters News Services is reporting this morning that the FCC on Thursday will vote and release its long-awaited ruling on whether local-service providers should continue to collect reciprocal-compensation payments from other carriers for terminating calls to ISPs. According to Reuters, the Commission's plan eventually will make calls to ISPs exempt from such payments. Specifically, Internet calls will no longer be covered by reciprocal-compensation terms outlined in interconnection agreements signed by CLECs and incumbents. Instead, The FCC is expected to rule that calls to ISPs are more like long-distance calls, which are not subject to reciprocal-compensation payments, than like local-service voice calls. It's anticipated the ruling will apply only to new agreements, however. CLECs with interconnection deals already in place likely will be allowed to continue to bill for terminating calls to ISPs, at least until those current agreements expire.
