You also need to consider the Cost Adjustment Factor and the Production Taxes...

Per Barrel Royalty

The "Per Barrel Royalty" in effect for any day is an amount equal to the WTI Price for such day less the sum of (i) the product of the Chargeable Costs multiplied by the Cost Adjustment Factor and (ii) Production Taxes.


Unfortunately, this seems like an investment with no principal and no interest. Fellow on Yahoo! thinks it could fall to $2 if oil prices stay low.
