I'm not sure I understand your post too well. Castro has always stated in public that he was opposed to the US embargo. With it in place most foreign investors will stay away. I also am not too sure that a 6% growth means much considering how low the Cuban economy has gone. From what I understand there is still rationing of basic goods on the island. It is accurate that foreign remittances is a major component of what's left of their GDP.

Most Latin American economies have a strong element, if not a direct connection, of the US dollar in it. Both Panama and Peru have the US dollar as their official curriencies. Even after Fidel is finally gone, I expect that to continue...
