A news item this morning that indicates the uncertainty in this sector:

TCG SCRAPS OFFERING PLANS FOR NOW

Even the best-laid plans can be changed.

Earlier this month, Teleport Communications Group (TCF) said it
was planning debt and equity offerings totaling about $550
million. But late last week the company said forget about it, at
least for now.

The offerings, which consisted of $200 million of equity and the $350
million in debt financing that TCG was planning to use for 1998
capital requirements, were canceled because market conditions have not
been that friendly to competitive local exchange carriers recently.

TCG said, that despite the lack of an offering, it has enough
cash to "sufficiently provide for its business plan into 1998."
