No, I pay a flat rate $60/with ISP, and since I already was paying $20/month for the ISP, it's only costing me $40/month more and it's a big difference in speed. I downloaded 9 MB Realplayer yesterday in a little over 2 minutes. The advertised speed is 1.5mb downstream and 256 up, depending on your distance from the switch, etc. so there is really no guarantee of speed. One test site shows avg speed 596 kb, another downloaded a 1mb file in 14.5 seconds. I am pleased.
