I think this is a reasonable assumption. I looked at both A/R and A/P for Intel relative to revenue for each quarter of the last three years. (Thanks to nice .xls from Intel IR.)

02Q4 has almost exactly the same values as for the prior year. In fact, the 02Q4 A/P relative to revenues was the lowest ratio over the last four years which is a good sign for Intel.

QoQ comparisons can be difficult due to the seasonal factors such as you noted. YOY comparisons can also be misleading if there was a substantial change in the accounting method (such as the maintstream press "Intel profits doubled" without noting the change in depreciation).
