AOL registration uses 800 number only to get local access number. Then thge software redials local
access for the main part of the sign-up process.

Imagine folks unable to even subscribe! That turns AOL's expensive marketing into a deadly negative.
Sort of like sending a missile that turns around and hits the source instead of the target.<

I had a similar problem. AOL software was so stupid that I had to tell it which com port my modem was on. After that it still could not get me on. It turns out that the software specified the modem type, but the wrong type. So, I had to reset that too. By the time I was done with that, I said screw it. Still, I'm probably now considered among AOL's membership ranks.
