I fully agree that the basis is fear and extreme insecurity. That and greed lie behind nearly every such thing. "War" and "Peace" are two sides of the same coin. That one is unsafe in time of war and safe in time of peace is an idea we are accustomed to. An idea (is my feeling). The word "permitted" in this context has never made much sense to me. It is precisely because of such permissions we end up with War in the first place. And if you dig deeper, you'll find fear, greed and insecurity at the heart of everything, along with very, very poorly interpreted instructions from some holy book. And then we are back at square one.
