I don't see why we don't offer to buy off the North Koreans. By that I mean I don't see why in exchange for their behaving, we don't offer to build factories and better food processing plants in NK on 50:50 partnership. After 5 years of that, just the threat of removing our factories will be enough to get them to behave.
